I set monitor power down to 1 minute, applied. Waited. POOF! Monitor went off.

Set it to 15 minutes again; no reason to expect it won't work. I'll let you know. Yes, I think you nailed it. They forgot to turn it on again. Thanks, easy to fix the other computers if it's consistent. Much appreciated (even if it does make me feel like a tyro).
